Why not make Social Security to accept charitable donations?

All these rich people out there donating their fortunes for tax right offs. Why doesn't the government have a special tax right off for donating to fellow Americans (like Social SecurityThey say SS won't be there when I get old enough to retire.) Just makes sense to me. Maybe they already do and I just don't know about it. Would like your thoughts and knowledge on this.
