He is forgetful - does that mean he doesn't care?

My fiance is very forgetful when I make plans. I don't know if it's because he's so busy at work or just doesn't care about the things I setup. A lot of it has to do with planning our wedding. He forgets that I schedule appointments or set certain times to go over things with him. Does he not want to get married or is this normal for guys? I feel like if it were important to him he should remember...
