Will it ruin my bumper if paint is flaking off?!!?

I got my bumper repainted and they didn't do a good job and now it is rippling and flaking off. The part that is flaking off is revealing the bumper underneath. Will it ruin the bumper since it has been exposed to snow, water, and soap? I have a Saturn Ion 05'. Thanks
