Converting a Salvage Certificate into a Salvage Title (CA)?

I have purchased a 2003 Honda Accord that has a Salvage Certificate. The car has been rebuilt and is in good condition. Before I can register it, I need to get a title for it. Does anyone know what the exact requirements are for doing this? The car has ped a smog test, and the braking lighting test will be easy. I've heard of a car safety test that must be ped first? Does anyone know how I can do this and how expensive it is? Thanks for any advice or similar experiences you have to share.
